EDIT: My mistake, Scorpio said he'd use a dice roll at the start of every duel to determine who goes first.

... You know, I notice the mention of dice only comes up with Guillmon's stuff, and not at all with the others on Scorpio's sheet. That probably has something to do with it.
You are reading this.Considering that a large majority of X-COM's battle gameplay focuses on probability and percentages, having dice used for the deck does not seem like that much of a stretch.

The dice rolls are okay, but the opponent will have to wait until I roll the random effect to react. Guillmon's rolls are to determine burns, so it's chance based as well. Since your whole deck is chance based, it's balanced in a way.

The only part that sticks out to me as maybe unbalanced is the headshot's 1 out of 6 chance of insta-killing.
You are reading this.I'm going to say that the headshot has to actually hit in order to kill, like Voldemort's Avada Kedavra spell. Maybe it should just have bad aim. How about this? Roll a 4 or higher to hit, and then roll a 6 to kill. Other than that, Accepted.
I was actually thinking about going in and changing it to just deal 3x the damage on a success. But your idea works better for me. :D

Action Cards-
Mindfray (Henry): Sends forth a stream of psionic fuckery to mess with the opponent's mind. Damage is guaranteed and if a high roll (6) is acheived it removes an upgrade or action card from the target. Can only be used once before it goes back to the deck.
Revival! (Amala): Amala revives one allied character card.
Headshot! (Franz): Franz attempts to put a bullet between his target's eyes. Hits if a 4 or 5 is rolled, and if a six is rolled, it destroys the target.
Disarming Shot! (Franz): Franz takes careful aim and fires at the target's weapon/other non-vital area. The Disarming Attack is a success if the dice roll is 1 or 2, removing an equipped action or an upgrade and dealing no damage. The removed action or upgrade is placed back in the deck. If the dice roll is higher than a 1 or 2, very little damage is dealt and the disarming effect is not activated.
Telekinetic Field (Henry): Henry creates a field around himself and his allies, making it difficult for him and his allies to be hit. The field lasts two turns before it disappears.
Stimulant Packs (Amala): Amala shoots up herself or an ally with chemcs, increasing their attack power and other statistics for three turns. Can be used twice per duel at MOST.
Psi Inspiration (Henry): Henry lets out a battle cry and unleashes a wave of psychic energy that bolsters his allies abilities for one turn.
Ghost Armor (Franz): Experimental Armor created by X-COM that enhances defensive abilities and gives the user the ability to turn invisible for a turn. The invisibility wears off when Franz either attacks or upon the start of his next turn. Alternatively, Franz can use his arm mounted grapple gun to ascend to higher places for a terrain advantage. Grapple gun is ineffective against enemies.
No-Man's Land: An open battlefield, scarred by plasma burns and explosions. All Soldier type characters receive an advantage of some kind. Lots of cover.
Hyper Wave Relay: A facility deep in the bowels of the Subterranean X-COM base, Psionic abilities receive a MASSIVE boost here. Flying abilities are severely limited due to the low ceiling. Little to no cover. There is a large amount of water in the room.
