By the way, a suggestion: it would be a good idea to add a list of countries to the post that starts every turn, who is their leader (both the character and player) and what side are they in. As time progresses, you can put in "in war with X" or things like that.

Also, and I'm going to say this before we start, but I think it's best if we keep the whole request and number thing on the thread. Now, here's what I'm thinking.
A normal post would go with a description of current states in the country, the reaction to the results of the last requests (like if an Economic Reform did well) and the next requests.
Then the GM rolls a random number and posts this random number on the thread (like U.S Bill #423 for Agricultural Reform in the South got a 78) and from that, the players can describe what came out of it.
This keeps things much more open and gives more use to the thread. And the G Ms don't have to deal that much with P Ms and that.
Now, as for Wars and stuff that we don't want other leaders to find out, then we just make it so the country is doing that behind the curtain. I know that no one would use that knowledge to their advantage (which could be considered metagaming, as there is no in-game way of another country finding out about that, unless they're using a spy), so that won't be a problem.

Bang Chung, while a contemporary of Mao, is more deeply interested in securing the economic and social stability of the nation before pressing on towards the future. That being said, he prefers to deal more more in diplomacy and meeting mutual interests rather than grand displays of force. Whether that's a matter of idealism or pragmatism (or perhaps even both) is yet to be seen.
