Basically, whatever Medusa did, Ragyo did it twice over. Two daughters = twice the opportunities to be a horrible parent. Medusa emotionally abused Crona? Ragyo regularly molests Satsuki for what appears to be teh lulz. Medusa threw Crona away when s/he wasn't useful anymore? Ragyo threw away her day old infant daughter like medical waste and then beat the shit out of her other daughter eighteen years later when she stopped being obedient.
Whatever you wanna call Medusa, Ragyo is so, so much worse.
