Anyway, I may be mistaken, but Pyro was never that relevant of a character. He is just in the right zone so that he is important enough that his death means something, but that bringing him back is not a priority to anyone.
So C.5 list fodder.

However he is one of the core members of the second brotherhood. He was one classic x-men villain who appear in pretty much every adaptation.
Pyro is in a weird place where everyone's heard of him but no one cares. He's in every adaptation but he doesn't have an ounce of character in most of them beyond, "Yarr, I like burning things, watch me go!" End result is a general consensus that Pyro isn't a character, just a powerset. There's not enough fondness of him with the fans or writers to push a resurrection, as most people who want to see Pyro are more interested in seeing his powers than him as a person, and there are easier ways to get "guy who throws fire" than resurrection.
So he suffers from having neither a recognizable enough personality nor a unique enough powerset to merit bringing him back.
EDIT: And as "Generic Brotherhood Team Member #5", he doesn't really have much in the way of an irreplaceable role in the greater Marvel Universe going for him either.

Nobody The Punisher or Foolkiller kills ever comes back. You definitely don't want to be a villian in their rogues gallery. It could be dangerous if you have an off day.

The Russian, Ma Gnucci and Jigsaw all came back at some point or another, although only so they could be killed off again.
Also, technically, Punisher killed Nick Fury once, even if it was retconned into a LOD.

Of course nobody the Punisher kills comes back. you'll also notice they're all one-off villains and otherwise unimportant characters whose entire purpose is to be killed by the punisher...that's the point of his character.
that really doesn't count because that's not what people mean when they say "nobody dies in comics". Nobody whose death is highly publicized and turned into a marketing gimmick stays dead.
Aside from a brief return in an X-Force story whose name escapes me and which I don't feel like looking up, Pyro is still dead. Probably a result of no real interest in bringing him back from a conclusive death for anything minor, and no interest in using him for anything important.
