Anonymous editing is no longer allowed on the wiki (a measure taken after The Situation), so when someone who is not logged in clicks "edit" they are taken to that screen so they can quickly create an account. If you're sometimes seeing it when logged in, it may be because of the editing pause, a limitation on new accounts that means you can't make two edits in quick succession.
Should you see the page, just go through it briefly and you should be fine.

@Telcontar you mentioned seeing a "please log in" screen when going to edit a post. I've been seeing this recently, but my account was created in 2014, I haven't gotten any messages about being blocked, and I can't post on the forum thread that talked about suspensions because you can only post on there if you're suspended. Since you're the only one I've seen on the FAQ forum so far who's talked about the "please log in" screen popping up while trying to edit, do you have any idea what could be causing it, or where I can go for more information? I heard something about a ban for not meeting editing quota, but I've never heard of editing quota before.
There is no such thing as an editing quota. There is a temporary pause if you edit too rapidly, but it would be very difficult to trigger it accidentally. There is also no block on your account. If your browser is logging you out during a session with the wiki, it could be an issue with your cookies.
There are a few other security features that you might be tripping: are you running any text substitution plugins or censorship software?
