Someone like Laura Bailey or Colleen Clickenbeard probably could do a younger Motoko.

I shall be known for speaking them.William Knight and Richard Epcar are the only two actors who have been voicing Aramaki and Batou respectively since the very beginning with the original GITS movie. It would sound weird if he was voiced by anyone else.
As for Mary, I've said this before, but just because Motoko looks younger doesn't mean that she'll go through puberty in the two years between the timeframes.
It just doesn't seem like Mary would be the best fit for her knew character design.

The hell you talking about? She's plenty interesting. Stand Alone Complex fleshes her out very nicely. The Oshii films on the other hand... Well they're a mess no matter what, so I'll hand it to you that they didn't give her nearly as much character development as they could have.
Chapter 3 is out and it has some truth in television in it.

I definitely feel Motoko is significantly younger here than in SAC.

You're a few months too late on that one. I think she should be regardless of what she looks like, because the series only takes place two years earlier.
Everyone else thinks that because she has a younger looking body, that she should have a voice to match.
I'm going to be seriously disappointed if Richard Epcar isn't cast as Batou though.
Second OVA is titled "border:2 Ghost Whispers."
That photograph she's holding in the part 2 trailer seems to hint something towards her parents or legal guardians- another detail that was never brought up in the original manga. It just wasn't necessary to go there.
Perhaps it'll be a plot point in the 2nd OVA?
Part of me hopes that it won't, just because her parents really is just one of those things that isn't necessary to reveal. I won't complain if they do go into detail about it though. It could be interesting.... no, it will be interesting no matter what.
I found the japanese voice actor to just be better at it. That's my only issue with the English dub though. It's definitely up there as one of the best English dubs I've watched.
