A villain in an After the End scenario?

So, I've created quite a backstory for my world. Basically, man discovered a source of magic energy, and exhausted it, resulting in the world becoming a Death World (the energy was the world's life source). To survive, the survivors under the lead of a scientist built a tower to house the rest of humanity, with a barrier protecting it. To solve the problem with food and water, everyone was turned into cyborgs. But, because of the lack of resources, once in a while people'd get kidnapped to power the barrier with their soul energy. Meanwhile, the scientist worked to reverse the bad effects being made cyborgs had on people, namely disfiguring them, and causing them to lose all senses save for sight and hearing. He almost succeeded but died before that, leaving his job to his assistants. I feel the main problem is that my world is too peaceful, lacking any conflicts. So can anyone tell me their opinions on who/what should be the villain here ? Thanks :D

In a way, the scientist is a bad guy. He's doing it for a good cause, but he's ruined the human population by making them cyborgs (maybe "ruined" is too harsh a word?) and he kidnaps people to fuel the barrier. He could realize the full ramifications of his hasty actions?

There doesn't always need to be a physical conflict or a Big Bad to make a good story: sometimes a good personal conflict is what a story needs.

Maybe the story can feature potential alternatives that coud have been taken, but were brushed over for a quick solution?
