Disturbia - The Probation Cop

As the main page points out, there's a bunch of things a bunch of people could have done differently and smarter, even without outright killing the plot. But something more mundane irks me about the probation cop. Ok, he's a jerk, and ultimately Too Dumb to Live, but you can argue he's upset for his cousin, the loose-lipped teacher, and the plot set-up and Kale's character flaws don't help this much. My question is though, wouldn't most police officials not want him supervising this kid? I mean, we know Kale is all right, with some big dumb moments, but ultimately the hero. But what if he was a little sleaze who knew just how to game the system? Kale protests having this guy watch him, but a lower sort could cry wolf on all kinds of abuse charges, and suddenly this guy has people poking around his record, and maybe opening up the PD for a suit it might win, or it might settle for depending on who's involved. As a plot point, it makes things worse for Kale, so that's that. But short of his cousin's murder or maiming, would an RL or savvier Movie-Land supervisor tell the officer to steer clear of this?
