Chris's older selves seem so unlike him. They're all so mentory and guidey when his present self is more of an "I choose my own destiny!" type of guy. It doesn't seem like him to give up so easy.

And that either Plum, that little time-traveling Merewif guy, or both get a big helping of Laser-Guided Karma.
They actually had to do this, though. By not being present, by making Beth less dependent from Chris, the Season of the Worm was averted. Chris' presence could have just worsened it.
That and we don't know what else the Time Lord would have messed up by allowing Chris to be with Beth.
