I suppose it is because of what that usually entails. Normally, truckers are expected to know the height of their rig and avoid these tunnels. Usually, this situation comes about when either they misjudge the signs or, more frequently, get their trucks stuck thinking they can make it. But of course, you can't get that through in a picture.
Damn, this is a hard trope to find an image for!
