Someone posted a video of what the game was actually like on Xbox Live Arcade - it's from a dev kit 360 Passport account. There was no way to add players or bots, so it's strictly a tech demo.

However, look how crafted the map is. Wow. There's a strong Counter-Strike vibe in it to me, too.

I thought the game was cancelled? Is that just leftover artwork and assets then?

It was canceled. However, it was released on Xbox 360 dev consoles under Passport.

For those that don't know, Passport is (was) Microsoft's internal Xbox Live store for developers to distribute shit to devkits.

For a while I know devs with registered dev consoles could simply download whatever was on Passport with no regards for whatever if the developers didn't program in a system to manually lock out dev systems they didn't own (I know a guy who used to work at Treyarch played a bunch of early builds of the Scott Pilgrim game via Passport)

After a few high profile leaks (Sonic 4 and the Go W 3 beta I think), they drastically redesigned the system to prevent this kind of open access but maybe not I dunno considering this got released
