Lots of useful notes have trope lists. As long as they're not No Real Life Examples Please tropes, it should be ok. If nothing else, they provide a useful guide to tropes that may appear in works that feature the subject topic.
As for the namespace—we have a lot of Useful Notes that haven't yet been moved to the proper namespace. It's not really a topic for TRS, unless you're uncertain whether it is a useful note, in which case, I say yes, it is.

Actually, not being in the Useful Notes namespace isn't the only problem with this page (it actually has a trope list like a work), but it is the most obvious.
