Well, they do keep doing it. Writers love the idea of Gotham going to Hell and Bats being the only law in town. How many times has the whole of Gotham or bits of it been cut off from the outside world by now?

On topic, the very idea of attempting to do this in real life is unbelievably stupid. The last thing you want to do with the irredeemable parts of society is put them somewhere that you're giving them free rein to do whatever the hell they want. The first people who'll get screwed by that are your guards, followed immediately by the nearest several miles of everyone else.
