Well, I do have a few things to say, but keep in mind they are just opinions, my vote doesn't count here:

  • First of all, I'm actually happy to see this character used, since I'm a fan of the old Justice League comics where he appeared. However...
  • Libra is a villain, not a hero or an Anti-Hero. What this means is that he's supposed to fail, sooner or later. It's the nature of Hero stories, you need to be OK with that.
  • You seem to have left a few things out of his origin. He just doesn't sound that much into Astrology to justify his Code Name.
  • He's got the Crime Bible and the Scales of Justice... and cannot do anything with them.
  • Also, are you aware Marvel has a Libra as well? [1] You're going to have to address that at some point. This one began as a villain but turned more heroic later.

I'm not saying you cannot use the DC Libra, but perhaps you could revise your interpretation. Maybe making him more obsessed with balance (and give him adequate abilities or equipment) would fit better. And have him be part of The Zodiac.

My inspiration for Libra revolves less around astrology (which I find boring) and more around Themis and Lady Justice. I was also inspired by Prometheus, who is another character who waxes about "justice" a lot.

I do have plans regarding the Crime Bible and the Scales of Libra, just not out of the gate. If I created a character who could steal people's powers and had total control over satanic verses from day one, he'd be too much to handle.

And I do plan on making the Zodiac Cartel a thing. Depends on what Intergang ends up doing. Gustav Brandt and Mantis are a can of worms I don't want to open.

Well if you find Astrology boring, you shouldn't pick a character based on it. (Though admittedly DC's Libra never had much to do with it, except in his revised origin and even then, he ended up revealed as a pawn of Darkseid, so much for that.) I guess I just have a thing against original characters who get passed off as existing ones (yes I'm still annoyed about The Weeper, sorry GOA.) As for Marvel's Libra, it isn't so much your wanting to use him as someone -most likely the GM- having to explain what his reaction to someone else going around using his name would be. (Actually after he reformed, he didn't seem to care very much.)

I'd like to submit someone for reserved use/NPC status. Please let me know if he seems overpowered, so to speak, or needs changes.

Name: Mr. Terrific
Real Name: Michael Holt
Gender: Male
Age: 30’s
Appearance: Michael is a handsome man with a charming smile, but he has a few more frown lines on his face and his eyes are harder these days as a result of his wife’s death and his new “career” as a superhero. He’s in incredible shape and keeps his hair short. While wearing his mask his eyes are an intimidating red color.

Alignment: Good

Personality: Michael is confident and outgoing. He knows that he’s incredibly intelligent and talented, and he feels no need to show off for anyone’s sake. Holt prefers to study a situation or person before making his move, and favors direct and efficient action when all of the facts are in.

He’s also quite compassionate and caring, especially to victims of loss or grief, and there’s few faster ways to push his berserk buttons than to threaten someone’s family. He sees his superheroics as both a way to channel his gifts in a productive manner and as an outlet for his anger over his own loss, though unlike some other heroes he has actually had therapy. If Michael Holt give you his word, he will keep it, whether that is to help a friend or to stop an enemy.

Powers and Abilities: Mr. Terrific has, by his own admission, “a natural aptitude for natural aptitudes” and may be the third smartest person on Earth. He’s a polymath in several fields, including but not limited to robotics, electronics, the hard sciences, and biology, with degrees in various subjects. He also has an incredible ability to memorize, understand, and apply information very rapidly. Michael is a gifted top-ranking martial artist in several schools and has earned a gold medal in the decathlon. Holt also speaks at least three languages.

Weapons and Equipment:

  • Mr. Terrific’s T-Mask and costume have several functions. Firstly, they provide him with lightweight body armor that is as strong as anything used by special forces while being temperature resistant. Second, it makes him invisible to electronic surveillance and communication. The mask also gives him night-vision, protection from chemicals, and a direct connection to his T-spheres.

  • T-Spheres: Small flying tools developed and built by Mr. Terrific. They each contain a camera, recording device, spotlight, radio jammer and receiver, and are strong enough to carry him through the air or to strike with the speed of a fastball (he’ll fully admit he got the inspiration for them from the movie Phantasm).

Origin: Michael Holt was an amazingly intelligent child, devouring books at an amazing rate. His brother, Jeffrey, was developmentally disabled, but the siblings were close. Jeffrey’s death at the age of 15 drove Michael to explore his own intellect in order to experience everything Jeffrey never would.

After college he founded a technology firm called Cyberware that quickly established a reputation for excellence. During this time he also married Paula, and soon they were expecting a child. The couple were happy together, except for a few arguments about religion. One day they were speeding to church after another disagreement when she lost control of the car and crashed into a building. Paula was killed instantly, while Michael somehow walked away without a scratch.

Blaming himself for the quarrel and subsequent accident, Holt was about to end his own life when the Spectre intervened. It told him about another brilliant and lost man, Terry Sloan, and how he had used his own demons to forge a superheroic career as Mr. Terrific. Inspired, Michael sold his company to Waynetech and set about creating his own take on the legacy.

Mr. Terrific II is one of the few 'Token Race' Legacy Heroes I approved of. I felt his origin was respectful of the original character who, while never a major DC figure, also deserved better than to be killed for a cheap murder mystery (which was not even resolved!) Also he stands very well on his own. And thanks to Time Travel he even met his predecessor and fought some racist asses together. Yeah!

Ideas for use: Have him meet the other "smartest men in The World" eg. Richards, Stark and Cho. Maybe a team up to battle The Intelligentsia (marvel Team of Evil Geniuses.)

Hell, I'd say he improved on the original. "Being really good at everything" isn't very exciting, but showing you're smart is. And his costume is better than the first one.

The original's costume had "FAIR PLAY" written on his abdomen. Anything after that is an improvement!

(Even more ironic then, the way he died.)

True Story: I discovered the concept of Parallel Universes from a Justice League/Justice Society crossover (back when they used to have them once a year.) I must have been 6 or 7 years old. I have had a soft spot for The JSA ever since.

I think Ud meant that you should have placed each item (Name, Real Name etc.) in the first paragraph in its own separate sentence. Also writing section titles in bold helps in finding them.

Roy William Harper, Jr. (born 1991), is a street-savvy young man from the Glades. He is the son of the late Roy Harper, Sr. and Mrs. Harper. Roy was injected with the Mirakuru, becoming a human weapon gaining a variety of powers including super-strength, endurance and rapid cell regeneration. He was later cured by a counter-serum

developed by S.T.A.R. Labs. Roy became Oliver's sidekick and vigilante partner with the code-name Arsenal up until the point where he masqueraded as the arrow after Oliver Queen faked his death

Powers

Enhanced physical condition: In "Three Ghosts", Roy was injected with the Mirakuru, his physical capacity was increased in terms of strength, durability, stamina, speed, senses, (spurgt)reflexes, and agility, in addition to an accelerated healing factor. In "Streets of Fire", Roy is cured from his Mirakuru powers and abilities by Oliver. Enhanced strength: In "Blast Radius", Roy is shown to be strong enough to lift a light tower (close to a ton in weight). In "Blind Spot", he can punch right through concrete with ease. In "Tremors", Roy was able to punch right through a steel box, that is designed to withstand a bomb. Enhanced durability: In "Blast Radius", Roy is shown to be able to take a hit from a light tower, that was about to fall on Moira Queen. Enhanced speed: It can be assumed with Slade, that the Mirakuru has greatly enhanced Roy's speed, allowing him to be much faster than any normal human could. Enhanced senses: It can be assumed with Slade, that the Mirakuru has greatly enhanced Roy's senses, allowing him to see, hear, and smell, far better than any normal human could. Enhanced reflexes: Thanks to the Mirakuru serum, Roy is able to react much faster than any normal human could. In "Seeing Red", he was able to catch an arrow shot at him by Oliver. Accelerated healing factor: In "Three Ghosts", Roy was injected with the Mirakuru, that has increase his natural healing abilities to superhuman levels, within a day, after the Arrow shot him in the leg with an arrow, Roy's scar was completely healed. In "Blast Radius", after a small piece of broken glass falling on his arm, Roy's injury was completely healed within a day. Abilities

Peak of physical condition: As a street fighter and vigilante, Roy is in top physical condition from his intense exercises in the Arrowcave. Due to his youth, Roy is faster than Oliver. High tolerance for pain: Having spent years fighting in the streets and having spent much of his time as a vigilante, Roy has been injured countless times, resulting in him developing an incredible tolerance for pain. Free running/Acrobatics: In "Dodger", when attempting to flee from Thea and Laurel, Roy showed he could easily scale a fence multiple meters high in one fluid movement, making use of a nearby wall to provide leverage. In "Broken Dolls", Roy is shown to be fast enough to catch up with Sin. In the season 3 premiere, he does a double flip off a car. During fights he used no handed cartwheels and b twists. He is shown to be even better at free running that Oliver Queen due to Roy having many years on the street. Expert hand-to-hand combatant/Martial artist: Having grown up in the Glades all his life, Roy had taught himself to fight back. In "The Huntress Returns", Roy was able to hold out on his own while fighting three thugs, even using the wall to build up centripetal force, jumping over one the thugs and strike him down. In "Sacrifice", he took out two thugs without taking a hit from them, by flipping the second thug onto the then down first thug. In "City of Heroes", he has shown an inability to fight more than three opponents simultaneously, including when they wield weapons. He later received training from Oliver and Sara and became a way more skilled fighter. His improved skills became able to fight with Mirakuru-enhanced soldiers and A.R.G.U.S soldiers. In "Broken Arrow", Roy was able to swiftly defeat three much larger inmates with only a minor wound, while handcuffed. He was also able to handle himself against league of assassin's members, although not being able to beat Chase. Expert archer: When he joined Oliver's vigilante team, Roy was trained in archery by Oliver, although not being any good at first he improves and manages to get lucky a few times. By the season 3 premiere Roy was able to shoot the tires of a moving truck without missing. When Komodo had a rope around the ankle of his target Roy was able to cut the rope with a shot. Through season 3, he proved to have become an excellent archer. Expert stick fighter: Roy is shown to be an expert stick fighter, as seen from his fights in "Sara", and "The Brave and the Bold", against Simon Lacroix and Digger Harkness. He was trained by Oliver and possibly Sara Lance. Also, like Oliver he often uses his bow as a melee weapon. Expert scout: Roy is an extremely capable scout. Combined with his training, Oliver regularly sends him out alone to scout Starling City for any crimes. He was also capable of even tracking Nyssa, a high figure in the League of Assassins without her knowing. High-level intellect/Expert tactician: Roy is very intelligent and is a capable tactician, In "Broken Arrow", he was able to come up with a plan, that would exonerate Oliver of being the Arrow, and faked his own death. Expert driver: Roy has the ability to drive multiple vehicles, and appears to be skilled at it. He is able to pursue enemies in various ways using different vehicles, known to be of a car or a motorcycle. First aid: Roy is shown to be skilled in first aid, being able to sew up slashes due to the fact that he was taught by John Diggle. Network: Roy has connections on the streets, he was able to get information on the woman in black which points to her friend Sin, and learn the diamonds Murmur's crew stole are used to make diamond bullets. Expert thief: Roy has a history of B&E's and theft, he stole Thea's purse and was able to escape, though he was later arrested and released. He has some skills at hot wiring a car, as he and Thea were in a car he claimed to have borrowed illegally.

Equipment

Customized Recurve Bow: Roy was trained in archery by Oliver Queen and use in battle his own bow, red in color. He has a great shooting speed, and can successfully use this in close combat. Despite that he recently became trained, Roy already has quite a serious success, which is enough to fight against the army of Slade. Roy demonstrated greater accuracy and speed shots. Customized Hunting Arrows: Like his vigilante partner and teacher, Roy uses customized arrows. Trick arrows: In battle with Slade Wilson's army, he uses trick arrows with Mirakuru cure heads. He also uses other arrowheads. Flechette: Roy received his first Flechette after The Arrow, saved his life from the psychotic Joseph Falk aka The Savior, Roy keeps it as a reminder that the Arrow saved his life, and he owes him everything. He later painted it red so he would not get this Flechette confused with one of the Arrow's flechettes, which are green. Roy used it as a way to contact the Arrow before he discovered Oliver's identity, and joined his team. By the season 3 premiere, Roy carries multiple red flechettes strapped to his left thigh. Combat Knife: By the season 3 premiere Roy carries a combat knife attached to the back of his belt. Arsenal suit: Roy wears a protective suit as his heroic alter-ego, Arsenal, to hide his identity from his enemies, when he goes out fighting crime. It is unknown if it was designed by Oliver or Felicity, though it was made by Lodai. It is also unknown what materials it is made from; with the exception of Kevlar. It seems to resemble the suits worn by his mentors, Oliver (the Arrow) and Sara (the Canary). In "This is Your Sword", he gave the suit to Thea, claiming that red looked better on her. Arsenal Mask: Roy wears a mask to hide his identity from his enemies, like Oliver and Sara. His mask is a dark red/brown in color to match his hoodie. It is made from a compressible micro-fabric. This has the ability to conceal Roy's identity very effectively, it has no restrictions on his visual field while on the run or aiming arrows. It is unknown if it was designed by Oliver or Felicity or Barry Allen. Quiver: Roy has brown arrow container, to carry his arrows with him. Eskrima Sticks: As his vigilante alter-ego, Arsenal, Roy carries two eskrima sticks strapped to both his lower legs. In "Sara", he used them to fight Simon Lacroix (Komodo), and in "The Brave and the Bold", to fight Digger Harkness (Captain Boomerang). Throwing Knives: Roy has 4 throwing knives strapped around his right thigh. Roy Harper's motorcycle: In "Sara" and "Guilty" Roy, when he is on patrol as Arsenal, is seen riding a motorcycle to get around Star City. Voice Filter: Roy uses this device to disguise his voice, regardless of who he speaks to as Arsenal.

Just for the record, we are not using the TV DC Universe versions of characters- or at least not so far. Of course that's up to the GM, but I doubt most of the TV plots have taken place here.

Well, I haven't seen the show, but the material shown there doesn't look...too problematic, which isn't to say there aren't some things that could be cleared up. First and foremost, Wayward, would you mind streamlining the descriptions a smidge? Clear out all the episode titles, summarise the powers, maybe get it as close to the Signup Template as possible, just so it doesn't look too copy-pasted from the wiki. Hope that wasn't too rude; I'd be glad to have fresh blood aboard.

It should be noted that Speedy has shown up in the game, as a non-player character. Green Arrow's had him around as a sidekick, and he's currently a part of a team called the Outsiders. My better judgement tells me to get Green Arrow's player in here so we can sort out the backstory, but I don't really want another situation where we drag our feet sorting out continuity until the prospective new player loses interest.
