I really like it and am happy to ask for permission, but the artist doesn't seem to have been around for six months, and even then it wasn't for long.

In fact, it's the main background image on the Crimson Moon site itself

That's decent, and the artist currently seems to be more active.
Right, that all rights reserved thing is on any official image but it has no impact on fair use. You can still you bits of a work as a representative sample without impeding on copyright.
