so I had Okami HD crash on me twice, once after learning the Fleetfoot technique, and once after loading a file (that happened a few days apart, not right after another, btw), is there something I could do aside from reaching out to Capcom somehow?
Not sure how big is his trolling game this time, but Kamiya-sensei says Ōkami is coming back.
(Oh, and the lady is the one who promoted Ghostwire Tokyo at Bethesda's E3 2019 show, Ikumi Nakamura.)

I'd love it if we get a new Okami game. I love the youkai designs in those games, and would love to see what they come up with in a sequel.

Honestly, it's not even that implausible for it to come back. Kamiya and Platinum hold no ill will towards Capcom at all and I think some of the Capcom staff are still on good terms with them too. It just depends on the Capcom higher ups to greenlight it.

the only downside of the HD version so far,is that the loading mini-games(that earned you Dragon Fangs)have been cut,apparently due to Namco-Bandai actually owning the trademark of having mini-games in loading screens.Don't know if that's true,though.
