Yea, but didn't really stop Batman's rouge gallery being in the game either so pardon me if Lex being excluded doesn't exactly justified it for me.
Also I never touch Crisis on Infinite Earths so I wouldn't know about that either, I was going off by Atrocitus & Joker's dialogue about Nekron & all.
Batman is, and pretty much always has been, more marketable than Superman.
And sadly they ran him into the ground.
Bats, Harles, & Jokes have all lost their mystique as a result.

I'd say that Joker (and GA) are the only ones they put in solely because of popularity, and that's mainly because a lot more people would bitch about not being able to play the Joker more than about not being able to play Lex Luthor. I'm suprised that they otherwise kept to the characters - but I'm also pleased, because aside from GA they really didn't lean on the alt. universe stuff and the story is much better for it.
Oh yeah, and recent years have shown that Joker in particular has just been mined dry in terms of what they can do with him. All they can think of is make him do more and more gruesome and sadistic stuff. Unlike virtually every other super-villain, he has no allies, no resources, and no solid way of coming back from the dead. Him surviving is just comic book resilience turned up to 11 all the time.

Remember Jonn got manhandled when he tried to brute force his way. He's also a lot smarter than Superman and prone to detective work.
I imagine as the Librarian, he was spying on the Regime through Aquaman and helping Batman.

It's not the DC die hards who the game is being sold to but the average public who want to play Batman because they don't spend 24/7 with him. Even at his most overexposed, I'd still rather have Batman than Green Arrow too.

Oh good! That being said, it took them long enough to add a mainstay design choice for Ollie.
Wishful thinking, but I really hope they get around to adding some more gear based on other DC adaptations. The mobile version of Injustice 2 is doing a pretty good at teasing console/PC players with having CW versions of their playable counterparts, and even an Arkham Knight Batman.
The new gears for Starfire, Wonder Woman, and Scarecrow look nice though.

I'm hoping that now that all the (confirmed) characters are out and the GOTY edition is coming right away, we'll get new, different-looking gear options a little more often.
What I really like about the ones they've shown is how different they are from anything else in the game right now.

Kingdom Come Wonder Woman, maybe. In that story, she was getting increasingly disillusioned, especially after her Mom and the other Amazons told her, "You know, the olive branch isn't working. Maybe it's time to whip out the cestus." However, the point of that story was that she was suffering Heroic BSoD and it was out of character for her, and it took Batman and nuclear weapons to give her a Heel Realization, and "heel" is stretching it. She quickly snapped out of it after the climax.
I didn't realize Kingdom Come was considered a "main timeline." I thought that was just a popular Elseworld.

I would say Lex and Brainiac share top billing of Superman's rogues gallery. And that's only when Darkseid isn't being treated as a Superman villain. They went with Brainiac this time around.
And once again, this is heading toward Crisis on Infinite Earths.
