Despite being on the "please stop the Batman over-saturation" side of things, I think that Joker looks pretty good appearance wise. Sorta seems like a slightly less tryhard take of his Suicide Squad portrayal. That carnival stage also looks really cool. So is that it for the base roster?

Yes. The website includes Darkseid (so the DLC characters are included in the 38 slots we're being shown), and there are nine empty ones left.

Interestingly, this means that unlike the first game, there is an uneven number of heroes and villains in Injustice 2. There are 15 heroes, and only 13 villains. There is, of course, room for this to change with the DLC (and might be due to who they plan to use for that).
At this point, I'm just praying that Batwoman makes the DLC list.

I'd like more Superman villains to balance things out. Parasite, Manchester Black, yadda, yadda.
Hopefully Black Manta becomes DLC. They just have to replace his stage appearance with someone or something else.

Parasite's not a terrible choice, but I can think of half a dozen other Superman villains (let alone the rest of the DCU) who deserve to be in the game before Manchester Black.
Have we really even seen him since the reveal? A bunch of the characters have had their looks tweaked since then (Supergirl and Aquaman most notably). It's possible they've just worked more on him.
Granted, I still expect him to make the DLC roster. :P

I'm kinda stuck on Black cause I watched some Superman vs. The Elite videos & I realized that in a game where Superman basically goes the way of The Elite, Black would be a pretty thematically relevant character.
We don't have an Aquaman villain on the roster right?

Thas a liddle unfair. He pretty much is Batman's most well-known archenemy.
Consider that Darkseid and Scorpion are also pre-order DLC.

I really don't get the theory that Joker is Jason. He despises Joker with a burning passion, he wouldn't go for the clown gimmick. Plus, Joker has the same voice actor as he did last game, so unless Jason magically developed the same exact voice? Not likely.

Nope. His bio on the website makes it very clear that he's the Joker that Superman killed, and that he's still dead. It just says that his "memory haunts them" and shit.
