I think bastion qualifies as sprite based. And it's gorgeous.

All of the original Xbox's DLC has been dumped and put in a torrent.
I still agree DLC availability is an issue, but an even bigger problem is multiplayer modes that are not playable either via splitscreen or LAN (something that happens with way too many games) and thus are unplayable when the servers are shutdown.

On the topic, I think something much bigger needs to be done to get Capcom's attention. I don't see why they would care about this enough currently.
Unless something happened I'm unaware of.
