Eldritch djinn splitting in two isn’t an exact science, I guess. Somehow Fat Buu got the appearance and consciousness of the Grand Supreme Kai but Kid Buu got the God Ki (though I don’t think he was able to use it?)
Grand Supreme Kai was able to use his God ki to imprison Moro some millions of years ago and Uub tapping into that energy and sending it to Goku was how Goku was able to beat that guy in the present day. That probably implies the Uub is potentially stronger that even UI Goku.
So doylistically it’s probably to explain why Goku is still so interested in Uub at End of Z despite all of DBS’ power creep.

If you check the fridge page for dragon ball super, Grand Supreme Kai should be equal in power to Beerus (until Moro of course), so there is merit that Uub could be more powerful than UI Goku.

Yes Shin being so much weaker is because he's a very inexperienced Kai who was basically thrust this job without any formal training since his predecccesors all got massacred.

I dunno? Wasn't the issue with dragon team massively underestimating Buu himself is because Shin hyped all of Babidi and his minions being strong but they'd already beaten guys like this long ago.

Shin said that all of the Kaioshin, himself included, could beat Freeza with one punch. I believe that, it makes no sense to hype up Majin Buu as super strong by having the guy lie about the strength of the gods he killed.
The whole point of Buu was that everyone thought Shin was lying and exaggerating his strength, only for the reality to be that Buu really was as strong as he was hyped up to be. Meaning that Shin wasn't lying and exaggerating his strength.

I’m getting at his other point that the Kai should be more proactive in stopping evil. That’s a fair point considering guys like Frieza could have been stopped if one like Shin decided to intervene.

When Beerus sleeps on the job (and he will), the Kai's should be allowed to step up.
That being said, it's possible that if they'd tried, Zen-O or the Grand Priest would have stopped him because Kais create, and Gods of Destruction destroy.
Of course, back then none of those characters existed but lets assume that's what would have happened.

Grand Supreme Kai stopped Moro, so evidently they're allowed to go take out evil guys if they wanted to.

but remember, Beers wasn't around when he did that. It's because he had no choice.
And because he stopped Moro, he lost most of his God Ki and thus wasn't able to defeat Buu, who he also shouldn't have been fighting since that's Beerus' job.
Look what happens when the Kais are force to take a role that's not part of their regular responsibilities.

The kais would still be blamed since it's supposed to be a team effort, but it is totally Beerus' fault.

Plus Beerus was paling around with Frieza. Like, sure Beerus was going to destroy him eventually, but Frieza had his support for a certain amount of time.

Funny but not helpful
Also the main dbz universe is just shy of flunking as a universe. Whatever Beerus is doing is not the best way for a God Of Destruction.
Also Shin is doing a bad job too but it’s less laziness and more nobody provided a manual and the Old Kai is a worthless lazy jerk.
