If you mean the middle, that's not a watermark. That's the other side of the page partly scanned in. I can tell because the letters are mirrored and watermarks don't quite look like that.

Goal: Clear, Concise and WittyThat's actually Millie The Model, which is by Marvel Comics. But the art styles were very close for a while. I even got confused when I first saw pictures of her.
