They were too expensive, too busy, or both. The voice of Skipper signed on for the TV show because Skipper is the most notable of the penguins and he practically created them.

I went back to see it again for a third time yesterday. The first time I saw it by myself, the second time was with my mother, and the third time we strong-armed my father into seeing it.
Their consensus was that the slapstick chase sequences sucked, but the character pieces were hilarious. They both especially liked Stefano, Sonya, and The King of Versailles. I just wanted to see the London performance on the big screen again.
I admit, the first time I saw =Du Bois= pull out her tranq gun in the ICU, I thought she was going to execute her own men and find some fresher goons. The lady's nuts, I wouldn't have put it past her.

I wish they used the Penguins voice actors from the cartoon. They had Skipper, but not having Kowalski's cartoon voice actor saddens me.
