Sometimes a villain can be doubly as fascinating when he has some code of honor that's not immediately obvious and is only discovered by probing. Or perhaps isn't explicitly refered to at all, only non-verbally implied.

I tend to make truely villainous characters minor charactors, and main antagonists tend to be equally heroic and horrific compared to the protagonists. On the other hand, I tend to have all of my main characters display some villainous qualities, so in a sense, everyone is a villain in my stories. To me, villains are charactefs that are not yet wholely explored. They are part of the story, one that is there to serve as a device, but not yet a fully established characters. When they are, they stop being villains.
Just my opinion, anyway.
