It seems to me like this is the exact same thing as Not Quite Dead. The two pages even quote each other. I'm thinking they need to be merged or at least have the difference clarified. Also, even if we don't merge it them, we might want to consider rewriting this in the form of a trope rather than a stock phrase.

Just going by the descriptions, it looks like Not Quite Dead is about the character who was supposed to be dead while No One Could Survive That! is about the character who didn't bother to finish the job.

First paragraph of the description (which seems good to me):

Almost universally uttered after a character (usually a hero but sometimes a villain) takes a wild leap into the unknown as a way to escape pursuit and otherwise-inevitable capture — jumping off a high cliff or across a wide chasm, for instance. The pursuers then give up the chase, confident that their quarry has effectively committed suicide, and never go look for the body to make sure. Of course, the moment someone says this, they've guaranteed that the person in question not only has survived, but will be coming back to spoil someone's day.
