This seems like a pervert-specific version of the trope described here:

The fact that a female character is hostile to a man right off the bat, without him having done anything bad, is apparently supposed to make us go, "Yes! She's strong and independent!" and sympathize with her, instead of wondering what her problem is.

The linked article makes a good case for this not just being about perverts, and not just being an anime trope, so can this be expanded?

That article (the section under #5, which is what I presume you're referring to) is probably talking, most broadly, about Double Standard. It's focused on violence and anger, so a good case could be made for Abuse Is Okay When It’s Female on Male as well, although there's a big discussion about that one going on already. As for this, I would agree that it's at the very least related to Double Standard and probably some others.
