This is a title.
The Valeyard is an aspect from between the Doctor's 12th and 13th incarnations. Seems to me that it might make a bit of sense if he at least resembled his immediate predecessor (or vice versa as the case may be). After the Doctor healed but before the new face...or something.
Doesn't matter if the Valeyard isn't actually the Doctor, he's still a part of the Doctor, so there aint nothing wrong with physical resemblance.

I don't think they normally hire well-known big actors to play the Doctor on this show. The BBC probably can't afford it, certainly not on a weekly basis. The show mostly gets the big-name televisual actors for cameo or guest appearances.
Well, he was weekly on The Borgias, but maybe that's somehow different. In either case, it's just wishful thinking.

The Borgias is on Showtime. An American Cable Channel. With a massive Budget.
Doctor Who is run by the BBC. With a significantly smaller budget.
