I was thinking they have a network of non-Space Marine agents throughout the sectors they control. In the local PDF/Government/Population. This way, they'll have eyes and ears everywhere in the sector.

They're the diversion that allows the GW to do their thing, but they're descendants of different Chapters with different gene-seed.
Also, the Crimson Hounds are a Flawed Chapter (which means we'll have to roll up a failed organ), and our Codex Demeanor is (I rerolled this one because otherwise we would have had Stealth) Suffer Not the Work of Heretics. Apparently we're a HERESY-unfriendly Chapter.

Our Chapter Tactic is Shock and Awe, aka nuking shit from orbit before sending in the choppy choppy. Goes well with the whole "distraction" thing.

Solo Mode ability: We mirror our parent Chapter, the Blood Angels, and thus we have the Blood Frenzy Solo Mode ability.
Our Squad Mode patterns are Storm of Hell (giving everyone in Squad Mode Furious Assault and Frenzy) and Only In Death... which prevents anyone in support range of getting critically damaged (if the critical damage would kill them) this round.
d100 for speciality restriction (if you want to roll for that), and d100 for Special Equipment.

I'm thinking that the Chapter Masters of both Chapters are actually equivalent in rank to a Company Captain or something and both a led by a singular Chapter Master from the organization's true headquarters.
