Seconded, I thought the same thing. You can't have fanservice without the body.
I would suggest either Donna Douglas from The Beverly Hillbillies, Christina Hendricks from Mad Men or Nikki Cox from Unhappily Ever After. Three excellent examples.

Hearing none, Daisy's up, potholed, and tagged; I used the Mad Magazine pic for the caption. Locking up.
According to this photo's caption, it depicts a busty, hot 17-year-old. Now, I'm not going to complain about 17 being below the age of consent in some states or whatever... I'm just going to ask why we went with a picture that reveals neither hotness nor bustiness? Instead, we put a headshot of a girl with pigtails and pink ribbons.
I didn't recognize the character, so I clicked on the link... apparently, this is from a Disney Channel show. I therefore doubt that it provides any fanservice for post-pubescent viewers, let alone a good example of Ms. Fanservice.
To clarify: fanservice is the "gratuitous display of characters in skimpy clothing, or none at all." It's not perverse sexual lust or fetish fuel.
