What the title says. Why was it cut? I never heard any discussion on it being cut.

The Wiki in general has a policy of Repair Dont Respond. Rather than request a cite, it's better to either remove the information with a note explaining that it was too incomplete to be an entry or flesh it out yourself.

Reminder: Offscreen Villainy does not count towards Complete Monster.

It was cut because its only real purpose was to make a dig at Wikipedia.

Indeed. Since it's not a trope, having it stick around to cause misuse make it not worth it. People just use it as a Verbal Tic and excuse to respond, instead of just fixing the problem, causing natter and Conversation In The Main Page...

There probably was a trope in there somewhere (about obsessive-about-references characters in-universe), but that's a matter for YKTTW, and shouldn't have this name anyway, as it only invites abuse.
