The technology to build one, including the precise machining tools and computer models, is expensive but not out of reach for most countries or even reasonably wealthy companies or individuals.
The hardest part is getting your hands on the fissile materials. That's pretty tricky to pull off. Oh, and there's very little margin for error in the construction. One slip and you are an ex-bomb builder.
