I remember a friend of mine claiming he could probably figure out how to build an atomic bomb himself if he had the right materials.

The knowledge to build nukes is public domain, available for the taking. The technology to build one, including the precise machining tools and computer models, is expensive but not out of reach for most countries or even reasonably wealthy companies or individuals.

The hardest part is getting your hands on the fissile materials. That's pretty tricky to pull off. Oh, and there's very little margin for error in the construction. One slip and you are an ex-bomb builder.

Even with the brains behind the nuclear weapons project, building a bomb or handling the materials for a working bomb are very hazardous.
