You know how in manga, whenever character has a flashback or any events that happened in the past, it is described in panels with black bars surrounding them? When was it first used?

I'm a (socialist) professional writer serializing a WWII alternate history webnovel.

You should put this up in YKTTW. If it's not already a trope.

It's not always followed to the letter, though. Sometimes there are black backgrounds but without flashback. Can't remember a specific example though.

Very good trope... Its something Negima follows to the letter. (IIRC Naruto too)
