^^^ It's the current German Chancellor, Angela Merkel. But I get four point, of course. For people who don't recognize her, and don't know what "Bundeskanzlerin" means, there is nothing funny here. And for people who do get it, it's not that funny either.
Perhaps a better picture would be one of Germany from Scandinavia And The World, where he looks exceptionally troubled or worried?

What am I looking at here? It appears to be a screenshot of some news anchor while she's blinking or something. There's nothing that indicates she's German or serious, and relies entirely on the caption. It's just bad.
