Pretty much. It's basically about witch hunts for pedophiles, hence the name.

I think the OP had an incorrect impression about what the trope is about based on the old title (which is probably a big reason why it was changed).

First off, I'm aware that this used to be called All Pedophiles Are Child Molesters and how that page went really downhill. But what the heck is with the current name? It sounds like it's about people trying to find pedophiles as opposed to thinking that they are always child molesters.
