If I'm not mistaken, it used to mean that, but the definition was changed on the grounds that it was based on an author intention that was impossible to objectively prove. There is no way of knowing for sure if a character exists for that purpose unless it's confirmed by Word of God. Because of that, it degenerated into a tool for gushing.
I think the Casino Royale one is very apt. However, it make me seem old, but I remember the days when "Mr. Fanservice" and "Fabio" were practically synonymous. So for the sake of completion, I'm gonna add one of him.

I remember Fabio too, the only problem is that originally he wasn't a character in any sort of fiction (just a model), thus he couldn't really be called Mr. Fanservice. Though IIRC he later on produced a series of "Fabio's Erotic Dreams" (or something like that) straight-to-video movies, where I guess he did play the role of Mr. Fanservice. The pic you posted is still a good illustration of the trope, anyway.
