Macademi Wasshoi huh? Never heard of it myself, but since it's an anime adaptation I suggest you look to people who have read the light novels or a wiki if there is one (since I doubt they've been translated) for the answers to some of your questions.
But as for the manga thing, the work's page has a decent explanation under the Creative Sterility entry. Personally I see nothing contradictory of a being incapable of originality mixing things from other series together and making something new. Of course if you're going to ague that this is still creating something, I'd have to say that photography and even speaking can be considered creating, so arguably someone truly incapable of creating couldn't do anything except pre-programmed motions.

I just watched the whole series and had some questions..
- If Hapshiel was an angel, wouldn't the balance between angels and demons have been out of balance already for like... 20 years?
- It was said early on that angels and demons not only were unable to procreate, but also not able to CREATE.. So, how could Sakuma be making a manga?
- And on another note... Who else thought Gant was enjoying posing at/with Hapshiel a bit TOO much?
