The article states that it's been tough to sell PSP games in the west... and that's apparently the reason why the Black Rock Shooter game isn't quite confirmed for localization.
A few months ago, NISA released a port of Phantom Brave on PSP. And as of this writing, NISA is still planning to release the second Cladun game on PSN.
Other companies who release niche games are still releasing PSP software. Atlus plans to release Persona 2 Innocent Sin in a few months, and Aksys is planning to release Fate Extra and Hakuouki in the near future.
Hooray for NISA. Seriously, they've done a lot lately.

Gamertell's article on Black Rock Shooter says, "We don’t know when it will be out, if it will be on a UMD or a PSN exclusive or what it will cost." I suppose all this will be announced in the next weeks or months... With the Vita slated for worldwide release around early 2012, I wonder if NISA will benefit by releasing Black Rock Shooter before then, or around the same time. Also, since not many physical stores carry more than a dozen PSP games, and since there may not be very many people looking to buy it, I would not be surprised if it's only sold through PSN.
So what is this. I've seen art on various anime-tangential sites and imageboards and it always struck me as something with a fanbase built on an unsubstantial foundation like Tohou, TF 2 youtube videos or that Hatsune Miku, except with a goofy engrish name.

The fandom ran away with what would otherwise have been just one of the millions of illustrated Vocaloid vids out there. Then at some point commercial Powers That Be took notice and unlike ZUN, huke didn't exactly care about keeping his baby indie.

Even if this turn out to be the next great franchise it will still be built on a 'unsubstantial' foundation of memes. Cool Spot could be remade into a game so beautiful it would end all DRM, burn Bobby Kotick into ash, bring a tear to Segata Sanshiro's eye and finally lay Sonic's soul to rest, but it would still be based on a fucking soda.
I'd call a meme more substantial than a single man/woman/etc.'s momentary flash of genius and yet the latter has produced a lot of classics.

Apparently NISA is not sure of when they will actually release the game here.
If they release if after the PS Vita comes out in the NA and EU then it will most likely be a PSN-only title.

I'm only posting this here because not only does the game look Pretty damn good but it is also very likely that Nis America will be releasing this game overseas.
That and the fact that it has a totally fucking awesome theme song.
