The cell shading keeps looking off to me. Whose idea was it to use such feathery-edged shadows? The bright color palettes work, but the crappy shadows they paint on ruins the bright and retro effect.

The tuxedo again? Look, I know it's your thing dude, but if you're going to do it, go all the way. Send challenges to the police, get a hang glider cape, get a rival detective obsessed with arresting you… that's the only way you can pull off the phantom thief look.

Kuro's cover name at school is apparently Chloe now... which makes a weird kind of sense (since she's Illya's "European cousin") even if I'm getting terrible 4kids flashbacks. 
I'm hoping that's just the stupid subber's decision...
Possibly. To a native Japanese speaker, Chloe is a homonym for the Japanese word Kuroe, which means black. It could be a meaningful name, it could just be a subber mistake.

Luna's ears seem to change in size and shape from shot to shot.
The faces had looked fine until this point, but when Usagi gets awestruck, she, Ami and Rei gain these hideous QUALITY faces that look ripped from Episode 2. NOT WANT.
Rei's voice is lower and deeper than I had expected.
OTOH, Usagi's face when hit by the scroll is very funny and actually well made.
At last, Mamoru dressed normally!
I don't remember Usagi defending Rei in the manga, but ISTR it had been included in the first anime. Am I right?

It doesn't seem like we're getting Mako next, but instead going into the story about the foreign crystal (and the princess, I assume).
Overall, not much to say. Nothing that deviates from the original like the extra Les Yay in Episode 2. Overall, it didn't have as much QUALITY as the second episode, but the faces became horrifying at times, especially towards the end. I'm being generous and taking Rei's generally extra-wide eyes and the shots that accentuate them as a stylistic choice.
The Sailor Moon Lets Watch was my thing… oh well.

Scene suggestion: Yuuto notices Negi's harem and takes the boy aside to explain the importance of properly securing one's sleeping quarters. After all, at the end of the OH manga, Yuuto ended up in a coma for a week, and Kuesu reacted by inviting everyone in his harem except Himari (Who was away recovering from the effort of sealing away the dark Youki she'd absorbed from defeating Tama) and Rinko (Who naturally blamed Yuuto and smacked him senseless when she found out about it) to join her in a massive girls-on-boy gang rape on his unconscious body.
The real question is whether any other Ala Alba members who overhear this will be horrified or start taking notes (Probably depends which members it is - Asuna and Chisame would most likely be in the former, and Haruna in the latter).
There could also be bonding with Kotaro over Chiziru's leek fixation - Himari actually did that to Yuuto once when he had a cold.
