The main issue here is that the religious and civil concepts are frustratingly intertwined, and it would be difficult to prise them apart. A reworking of the concept is probably wise, to be quite honest.

And I'm mostly against tax privileges, adoption privileges (why is married couple better than unmarried) etc. Removal of many of those would reduce the impact of civil marriage (while still leaving personal choice and religious marriage)
