'Henchmen' doesn't mean 'on a villain's payroll'. If a lone villain manipulates an entire organization to do his bidding, they would all count as his henchmen even if he himself is an outsider.

It's fun to fight those kind of video game villains. For example in this topic: the real Alex Mercer from Prototype. He created the Blacklight Virus by himself and unleashed it to New York City by himself. This is how he is under tv trope, Loners Are Freaks like Hulk is.
