In Wind Waker, Tingle was locked up for a reason people!

I honestly don't know what he did to get locked up, but considering it took hard evidence to throw Ganondorf away for life, I'd think that whatever it was that Tingle did.
It was horrifying.
There were a lot of scared children on that island.
IIRC, Tingle says creepy stuff about Link's sister if you use the Tingle Tuner, but I can't check right now.

Quest 64 threadI, personally, would have left him in there if letting him out wasn't necessary for the game to progress.

I'd take Navi's "HEY, LISTEN!!!" over Tingle anyday. Navi was actually helpful, whereas Tingle almost never attributed anything positive except annoying sidequests or functions you never needed.
However I never did find him to be creepy or deeply disturbing, like so many others claim to - just flamboyant.
