@lolwinder: You realize (aside from the issue of how you measure "heinousness") that would kill off the entire prison population, right?
Kill the top 5,000 and then the next 5,000 are the most heinous. So you kill them and then the NEXT 5,000 are the most heinous. And so on until you've killed everyone.
Oh, and the US executes significantly less than 5,000 people a year as-is, so you're probably going to be executing quite a few non-murderers in that.
