If you pay attention to how politics works, you'll notice that the threat of something unfavorable—such as a veto or a filibuster—is used much more than the thing itself is actually used.
Of course, such usage of threats goes unrecorded, unfortunately, so you won't have a nice list of each time it happened.

@Joe: The states have their own drug prohibition laws. Still, four years of federal neutering of the CSA would make legalization advocates on the rest of the States be able to put up a real fight.
What's the point of legalizing at the State if the Feds will keep criminalizing?
OTOH, if the Feds stop criminalizing, legalization efforts in the States (often near 45%-50% support), would get strengthened and succeed in some places.
