Hey, I'm looking for some handheld visual novels and I need recommendations. It could be from Game boy, Gameboy Color, Gameboy Advanced, Nintendo DS, Sega Game Gear, or the Sony PSP. I would prefer ones in English, (my Japanese is pretty bad when I'm not reading romaji and even then it's a little shaky. Plus it's harder to find those games.) but Japanese is okay.

What is up with that guy's eye?

Well, in English and on DS, if you like detective and procedural stories, there's the obvious Ace Attorney series and Hotel Dusk that come immediately to my mind.

I heard the Ore no Imouto PSP game is pretty good, I'd check it out if I could.

A few years ago, fans translated Love Hina Advance for GBA. Its graphics are fairly impressive, but keep in mind that it's a fairly short story. Not bad for a licensed game, IMHO.

For Nintendo DS, 999 should still be available for sale. It's a serious story with some puzzle game elements.

For some other serious visual novels in English on DS, consider Time Hollow, Again, and the two Jake Hunter games. I can't recommend Lux Pain though... it has a notoriously bad localization.

A group of fans translated the DS version of Tokimeki Memorial Girl's Side. It's a complex, worksafe reverse harem dating simulation. Their translation won't work with an actual cartridge, but if you know where to look, you can find flash carts...

Near the beginning of the DS lifecycle, there was an originally-in-English game called Sprung. Unfortunately, I haven't heard many good things about it.

Disgaea Infinite is a PSP game, available on both UMD and Playstation Store. It's a visual novel spinoff of the Disgaea franchise.

Riviera: The Promised Land (available on GBA and PSP) and Persona 3 Portable mostly focus on eastern RPG gameplay, but both have some romance game elements. I think the PSP versions of both games are available on UMD and paid download.

Brooktown High is a romance game originally written in English. It only got a modest amount of respect from critics, and apparently didn't sell well. It's only on UMD, and used copies are fairly cheap.
