So basically an occupying army has the great idea of evicting a few towns and replace it with a large portion of its own citizens coming in from overseas. Oh this happens while the war is still going on.

Crazy and utterly unsafe, yes? Except that those foreign civilians are armed to the teeth and know how to wage guerrilla warfare.

So what do you think would be some justification for this?

Standard Operating Procedure for the ancient Romans. Most of the settlers were typically ex-legion vets, and there was usually a nearby garrison established anyway.

It's an occupying army. What the hell do you do with a town once it's conquered? Let it sit there and do absolutely nothing with it, or populate it with your own people and get to work? How else do nations expand?

Yeah except that civilians will buying homes in a warzone and the cheaper the price the more likely it is going to be leveled.

Uh, it's not a warzone anymore if you've occupied the city. It's a warzone before your conquer the city and it's a warzone if they try reconquering it but once you've got your army in it's yours.

If your fictional nation is interested in expansion, which it probably is, establishing colonies in foreign lands, then why would it not do this?
