Yes, he does find people amusing and he doesn't like how society is often preventing people from expressing their full potential for world to see. His primary motivation for the arc is to hassle the quite and orderly city as much as he can so the police would do their damned best to stop him.
He actually LOVES Determinators, especially if they are out to catch him. He's something of an extremely twisted therapist.
