If you mean that the multiplayer is hectic, maybe/yes.
If you mean if it's dead, maybe on the PC.
Then again, that also happened with Team Fortress Classic.

I've found that with Call of Duty, enough people will hate the rest of the series to stick with one game, so it's never truly dead.
I've got two guns pointed west and a broken compass.

Modern Warfare 2 is one of the most popular online games currently, especially on consoles, so I highly doubt it's dead.
