Your issue with Rebels is that it has clearly defined main characters?
Because that's what it is. It's not an anthology series like TCW. It's a narrative about a specific group of characters. There might be A Day in the Limelight here and there now that Ahsoka is in play, but by and large the focus is going to be on the main crew.
The Clone Wars had clearly defined main characters too but it still gave us brief storylines focusing on other characters. Rebels is a good show without doing that but I do think focusing on one specific group is a bit limiting. There's an entire galaxy with multiple rebel groups doing stuff. Why can't we see what some of them are up to?
Again, TCW was an anthology series from the very beginning (the first episode proper focuses on Yoda for crying out loud). Rebels is not and has never pretended it wants to be. We may follow a supporting character instead of the main group now and then (Ahsoka and the villains being the mostly likely), but I strongly doubt that there will be episodes devoted to other random rebel cells.
Typically in a show like this, another rebel cell focused on wouldn't be "random," but would be introduced and developed before the point where they would be given focus episodes. Should the show do that, then yeah I could see there being multiple groups of characters on whom focus is given.
A probable candidate this season is Rex's group, for example, should they not travel with the Ghost crew that is.

Latest blog update (November 5th, 2022).I actually feel like the greater focus on the crew helps the feel of the era. The Clone Wars was a galaxy spanning war, which many were fighting. The early rebellion, in contrast, is a few people and a few groups that are rising on their own, disjointed until they become the Rebel Alliance.
(I also want the trauma of the crew members to be explored more; show just how deep the cruelty of the Empire is, and the lasting damage of your heritage being erased and made to fade, or most of your species being enslaved)

It seems that new canon is 'keep the awesome we can that works with the movies'. Which I'm glad for, as we won't have any ridiculously overpowered characters. Hopefully.
