And Envy is also a sadistic shit. He'd totally pretend to save Hughes and give the latter hope, just to yank it away later on.
I bet Hughes managing to slash his neck in the anime was part of that as well.
And lets be fair, he didn't need to transform into the latter's wife. He could have shot him without having to get back up.
Envy is an asshole who loves screwing with others.

Envy learned some martial arts, possessed super strength and he had some daddy issues in the anime but he is still kind of a moron.

Anime Envy was a breakdance fighter.
Mangahood Envy was a tank. His small stature betrayed the fact that he preferred to juggernaut his way through combat.

He just had actual fighting ability as well, which made him a lot more terrifying.

Although Wrath was crazy strong in the movie. Same for "Monster" Gluttony. Shame the movie sucks....

Manga Envy was a bit more creative with his power, mind. Swords and snakes and tentacles and all that.
I have a message from another time...Mustang didn't kill Lust...Wrath did, stabbed her actually, it was sad...very very sad.
And anyway, the point I made earlier was about the fast-paced scenes in 2003, which is known for usually being more dramatic and philosophical.
And the slower, more meditated parts of Mangahood, which is known for being very fast-paced and plot-jumpy.
And I found it curious and appropriately jarring that one of the pinnacle moments, the death of Hughes, is out of tone.
The only other notable exception to the old "2003 is slow/ Mangahood is fast rule" is the last moments of the Big Bad. Dante is just offed by Gluttony, but Father gets a bit of a rant at Truth.

I have a message from another time...Actually, most of the Homunculi get something before they die - Envy and Wrath both had a dying speech, as far as I can recall, and the others at least get last words.

Oh God! Natural light!Each and every Homunculi died in a way ironic to their name.
A powerful and dominant man blew his load all over Lust. I'm not sure how that's ironic.

But I don't think its quite accurate to say Lust's death was "ironic", it was a straight up reference to Purgatorio.
