Yes, most of the men in that survey had the surgery done because their dick wasn't working. That effects the percentages.

Also, part of the problem here is that a lot of insurance companies won't cover it for elective reasons, so birth is really the only chance a lot of people have to get it done.

It's not in the Quran, so it's not absolutely and without a doubt a requirement. It's only derived from the Hadith.
