Well, Oak already has a full team of powerful Pokémon, so maybe he would be a better choice.
My Kanto and Johto Pokemon are technically gone since they were my Gen I and II Pokemon.

Oak: Pro. He's Samuel Friggin' Oak! He's AWESOME! Con. He's Samuel Friggin' Oak. He's super-important, and would probably be Champion if he was in the League.
Fuji: Pro. Experienced trainer, knows a lot about Pokemon. Con. No idea what type he would train.
Baoba: Pro. Badass, could train Ground-type. Con. Does he really make sense as an E4 member?
Votes? I wouldn't ask so much, but I'm basically establishing a huge element of our world's canon if anyone wants to use that time period again.
If you pick Baoba, he should have Pokémon you only find in the Safari Zone. Chansey, Kangaskhan and such.
Dunno about Fuji, though. Marowak, Gengar, maybe Snorlax?

Yeah, Boboa makes sense. He's not too powerful that he would rank higher and he doesn't have a defined team.
